The Ministry of Food and Agriculture (MoFA) has signed a fertiliser production agreement with Sentuo Group.

The Ministry of Food and Agriculture (MoFA) has entered into a Memorandum of Understanding (MoU) with Sentuo Group Limited to advance large-scale agro-processing, value addition, and fertiliser production in Ghana.

The agreement outlines plans to establish industrial-scale processing facilities for major crops including cashew, maize, rice, soybean, and oil palm, while incorporating packaging, quality assurance, storage, and export systems to boost Ghana’s competitiveness on the global market.

As part of the partnership, a National Fertiliser Manufacturing Plant and an Integrated Input Supply System will be developed to reduce reliance on imported fertilisers and ensure a reliable and affordable supply for farmers across the country.

The MoU was signed by the Minister of Food and Agriculture, Eric Opoku, on behalf of the government, and Ningquan Xu, Chairman of Sentuo Group, representing the company.

The initiative supports President John Dramani Mahama’s broader agenda of transforming Ghana from a raw commodity exporter into a fully integrated agro-industrial economy.

Central to the collaboration is the development of modern agro-processing infrastructure and a nationwide fertiliser production system aimed at improving productivity, stabilising input costs, and strengthening food security.

Mr Opoku described the partnership as a significant step toward building a resilient agro-industrial sector that generates value, employment, and long-term economic benefits. He noted that the initiative would help shield farmers from the unpredictability of imported inputs by ensuring a steady supply of fertilisers at competitive prices.

The project is expected to play a key role in the government’s agricultural transformation drive under programmes such as Feed Ghana and the 24-Hour Economy policy.

It comes at a time when the country is implementing one of its largest fertiliser support initiatives, with the 2026 budget allocating 272,000 tonnes for nationwide distribution, over 164,000 tonnes for targeted crop production, and approximately GH¢2.7 billion for cocoa fertiliser support, benefiting more than 661,000 farmers.

The partnership with Sentuo Group is expected to complement these efforts by strengthening domestic production capacity, reducing pressure on foreign exchange, and protecting the country from global supply disruptions.

Sentuo Group will finance, design, construct, and operate the facilities under a Public-Private Partnership (PPP) model, in accordance with Ghana’s regulatory framework. The company also plans to deploy advanced technology, collaborate with international partners, and prioritise job creation, skills development, and local content.

MoFA will provide policy direction, regulatory support, and coordination among stakeholders to ensure smooth implementation and alignment with national programmes.

The initiative is anticipated to reduce post-harvest losses, increase export revenues through value addition, stabilise fertiliser prices, generate employment across the agricultural value chain, and enhance food security and economic resilience.

Next steps will involve feasibility studies, regulatory approvals, and structuring of the PPP arrangement ahead of full-scale implementation.
